Ronald James Davenport of Chewelah, Washington filed more than $20 billion in false liens on properties of a U.S. attorney and the court clerk of the Eastern District of Washington, an assistant attorney, and an IRS revenue officer, according to the evidence presented at trial in December 2009.

Each lien against the officials claimed more than $5 billion each, with real and personal property attached as security. Davenport selected those officials because of their involvement in an effort to collect back taxes from him amounting to more than $250,000.

Davenport's convictions date from last November when a federal jury returned guilty verdicts against Davenport on four counts of filing retaliatory liens against government officials.
