Consumers Expect Higher Home and Rent Prices in Fannie Mae Survey

The positive outlook on home prices was further strengthened in Fannie Mae's most recent housing survey. In the October survey, respondents raised their expectation for home price growth in the next 12 months to 1.7 percent, up from 1.5 percent in September. In October 2011, consumers expected prices to fall by 0.3 percent. In addition, only 10 percent of respondents expect home prices to drop during the same one-year period.

Judge Disagrees with JPMorgan’s Argument to Dismiss FHFA MBS Suit

A U.S. district judge squashed an attempt by JPMorgan Chase to fully dismiss a lawsuit from the Federal Housing Finance Agency over alleged fraud over mortgage-backed securities. In its motion to dismiss, JPMorgan argues that FHFA's complaint does not contain enough factual support that loans were not underwritten properly. Judge Denise Cote disagreed, saying the allegations ""amply support FHFA's assertion that the Offering Documents for the Securitizations contained false statements regarding originators' compliance with underwriting standards.""

Report: GSEs Miss Mark for Low-Income Home Purchase Goals

Fannie Mae and Freddie Mac were shy of meeting their low-income and very low-income home purchase goals, according to the Federal Housing Finance Agency's (FHFA) annual housing report. Currently, the GSEs, the Federal Housing Administration and the Department of Veterans Affairs – all government agencies – serve as the principal sources of liquidity in the mortgage market.

Mortgage Insurers Join GSEs in Effort to Shorten Short Sale Process

Fannie Mae and Freddie Mac servicers will be able to skip a step when attempting to get a short sale or deed-in-lieu of foreclosure approved. On Wednesday, the GSEs announced standard delegation agreements were reached with nine mortgage insurers to allow servicers to approve of short sales and deeds-in-lieu without a separate review process with the mortgage insurer. The agreement takes effect November 1, along with additional short sale guidelines the GSEs announced in August.

FHFA Expects Taxpayer Cost for GSEs to Decrease

The projected taxpayer cost to preserve the profitability of Fannie Mae and Freddie Mac is lower now that the GSEs are not expected to draw from Treasury to pay dividends and home prices are increasing, according to a report from the Federal Housing Finance Agency. So far, the GSEs have drawn $187.5 billion from Treasury. When assessing potential Treasury draws under three different scenarios, FHFA projects Treasury draws will range from $191 billion to $209 billion at the end of 2015, or an additional $3 to $22 billion in support.

Government agencies are seeing an increase in participation within the mortgage servicing space and are seeking to provide better insight into some of the new and growing players in the market, a panel of experts told the audience at a mortgage industry conference in Chicago this week. Dave Williams of Amerisave Mortgage Corp., David Allison with Dovenmuehle Mortgage, and representatives from Fannie Mae and Ginnie Mae all shared their thoughts with conference-goers on servicing mortgages for secondary market investors.

Housing Recovery Continuing Amid Economic Uncertainty: Fannie Mae

Fannie Mae's Economic & Strategic Research Group expects economic growth to ""remain at a sluggish sub-2 percent rate this year."" While the outlook on the economy was uncertain, the assessment for the housing market was more stable. Despite an anticipated dip in home prices for the winter season, the research group maintains the viewpoint that prices hit bottom earlier this year. In addition to the bottoming out of prices, the GSE's research group said record low mortgage rates should encourage more consumers to enter the housing market.

HARP on Track to Reach 1M Borrowers This Year

Nearly 99,000 homeowners refinanced their mortgages in August through the Home Affordable Refinance Program (HARP), the Federal Housing Finance Agency (FHFA) said Tuesday. Since the beginning of this year, when a broader group of borrowers were made eligible for the program, the federal government's HARP initiative has put 618,217 homeowners with loans owned by Fannie Mae or Freddie Mac into new mortgages with lower interest rates. According to FHFA, HARP is on target to reach a million borrowers in 2012.

GSEs Bolster Multifamily Portfolios

The GSEs have increased their presence in the multifamily loan sector over the past several years, relying on these loans to meet affordable housing goals, according to a recent study by the Government Accountability Office (GOA). Prior to 2008, Fannie Mae and Freddie Mac together financed approximately 30 percent of the multifamily market. In 2009, the enterprises were backing 86 percent of multifamily loans.
