HUD Awards $10M to Housing Counseling Agencies

HUD has announced that it will distribute more than $10 million to housing counselors throughout the country. Grants have been awarded to 139 local counseling agencies and 23 housing counseling intermediaries. The funding is specifically earmarked to help distressed homeowners with mortgage modifications and other loss mitigation options, and to combat scams perpetrated by fraudulent foreclosure rescue companies. HUD says the grant money is unspent funding from its 2010 appropriation.

HUD Extends Application Period for EHLP

HUD is once again accepting applications for its Emergency Homeowners' Loan Program (EHLP), which provides assistance to borrowers at risk of losing their homes due to unemployment or underemployment. The new deadline for applications is September 15. The original deadline of July 22 was extended to July 27, but HUD announced Monday that it is reopening the application process because the agency believes it has enough resources to help more homeowners than have currently applied.

Radar Logic to Propose Plan to Address Government REOs

Radar Logic plans to publish a response to the government's proposal to sell pools of foreclosed homes to investors to rent. In its RPX Monthly Housing Market Report for August, the company expressed concerns that the plan could negatively affect home prices in the broader market. Radar Logic believes the REOs sold in bulk to investors will come at lower prices than if they were sold individually - prices much lower than non-distressed sales, and these low prices could lead to low appraisals for other homes on the market.

HUD and Justice Department Seek Support for Servicer Settlement

New York, Nevada, Massachusetts, and Delaware attorneys general continue to voice opposition to a blanket settlement with the nation's top servicers, but HUD and the Justice Department are taking steps to persuade at least one of them to comply. Officials from both agencies are specifically asking New York Attorney General Eric Schneiderman to abandon his objections and approve the settlement. He's reportedly holding out to ensure he can pursue his own legal actions related to the securitization side of the business.

FHA Announces New Loss Mitigation Rules

The Federal Housing Administration (FHA) released a notice outlining new guidelines for trial payment plans for FHA loss mitigation actions. The new rules go into effect October 1. When offering permanent modifications or partial claims, servicers must implement trial payment plans for any borrowers who have missed at least two payments in the past year; have failed a HAMP trial payment plan; have a net surplus income of less than 20 percent of their total net income; or whose mortgage was originated fewer than 14 months ago.

California Officials Take Down National Foreclosure Rescue Fraud Ring

California's attorney general and the state's Department of Justice have taken down a fraud ring of legal firms and attorneys that officials say swindled thousands of homeowners out of millions of dollars by convincing them to take part in mass lawsuits against their lenders. Attorney General Kamala Harris has sued three law firms, four lawyers, and 14 other defendants. Officials with the state and HUD have seized the defendants' assets and bank accounts.

HUD Offers Discounted REOs to Storm Victims

HUD has announced it will sell almost 90 REO properties to public housing authorities in central Alabama and Joplin, Missouri -- areas suffering the impact of this spring's tornadoes. In a pilot program, HUD will sell move-in ready properties to public housing authorities at a discount, and the housing authorities will lease or sell the homes to families impacted by the storms. The houses will be ready for sale or lease within two months of the purchase from HUD.

U.S. Bank Partners with City of Milwaukee to Revitalize Neighborhoods

U.S. Bank has announced several new initiatives to support the city of Milwaukee in its efforts to stabilize hard-hit communities through the Neighborhood Stabilization Program (NSP). The bank is setting up a $1 million restoration fund for developers to acquire and rehabilitate foreclosed properties in the city's designated NSP zones. It has also agreed to provide $15 million in mortgages to qualified borrowers in NSP zones over the next four years, and has committed to give more than $240,000 in grants to housing agencies working within the city.

Obama Administration Continues to Review Housing Policy Proposals

While the Obama administration continues to consider options for the future of housing finance, two mainstream media outlets reported Tuesday that officials are looking into a plan that would retain major government involvement in the housing market, namely by preserving federal loan subsidies through the GSEs. The administration has issued a statement negating these reports, stressing that any government support for housing finance will be ""targeted and limited.""

Richter has over 25 years of management, technical, and consulting experience in the mortgage servicing profession.
