For the CFPB, the bill includes a provision that will bring the agency under the annual Congressional appropriations process. Currently, the CFPB is funded directly by the Federal Reserve. According to the Appropriations Committee, the change will allow for increased accountability and transparency of the Bureau's activities as well as the use of taxpayer money.

The new THUD Appropriations bill would essentially eliminate the Housing Trust Fund but would instead direct GSE money into the HOME Investment Partnerships Program, which is a federal block grant that provides states and localities with a flexible funding source to meet their diverse affordable housing needs.

U.S. Department of Housing and Urban Development Secretary Julián Castro addressed the U.S. House Committee on Appropriations Wednesday on the Fiscal Year 2016 budget proposal for HUD, where he emphasized the commitment from the Obama administration to continue to provide affordable housing for families, seniors, disabled Americans and others in need of resources.
