September New Home Sales at 30-Month High

New home sales jumped 5.7 percent in September to a seasonally adjusted average annualized rate of 389,000, the highest rate since April 2010, the Census Bureau and HUD reported Wednesday. The month-to-month sales improvement was the strongest since February, when sales improved 27,000, or 8.0 percent. While sales numbers improved, both the median and average sales price of a new home dropped month-to-month. Sales were still up 27.1 percent from September 2011, the strongest year-over-year gain since February.

NFHA Takes BofA Discrimination Complaint into Midwest

The National Fair Housing Alliance (NFHA) filed a federal housing discrimination complaint with HUD against Bank of America, alleging discrimination in how REO properties are marketed and maintained by the bank in three metros: Chicago, Milwaukee and Indianapolis. The most recent complaint is part of an amended complaint previously filed.

September Housing Permits, Starts at 4-Year Highs

Housing starts and permits jumped in September to their highest levels since July 2008, Census Bureau and Department of Housing and Urban Development reported jointly Wednesday. Housing starts jumped 15.0 percent from August to a seasonally adjusted annual rate of 872,000, while permits improved 11.6 percent to 894,000.

Wells Fargo Faces Federal Charges of Mortgage Fraud

The U.S. government is suing Wells Fargo over what officials allege constitutes more than 10 years of misconduct as a direct endorsement lender for the Federal Housing Administration (FHA). The civil fraud suit was filed in federal court Tuesday and alleges Wells Fargo falsely certified the credit and underwriting quality of FHA loans it originated. According to the complaint, thousands of Wells Fargo's FHA-insured mortgages defaulted as a result of deficient underwriting, causing the government agency to lose hundreds of millions of dollars.

Officials Recap Year-Long Effort of Distressed Homeowner Initiative

Federal officials jointly announced Tuesday the results of the Distressed Homeowner Initiative, which is the first nationwide effort focusing on fraud schemes that target struggling homeowners. Led by members of the Mortgage Fraud Working Group of the Financial Fraud Enforcement Task Force, the initiative spanned from October 1, 2011, to September 30, 2012. Federal officials revealed the efforts have led to 530 criminal defendants charged in 285 federal criminal indictments or informations filed throughout the U.S.

Treasury Report Reveals Performance of Largest Servicers

On Friday, Treasury released the Making Home Affordable Program report, which details performance from the nine largest servicers participating in the Making Home Affordable (MHA) program. The most recent August servicer report provided data on servicers’ ability to reach out to delinquent homeowners who are at least 60 days behind to inform them of the program. In addition, the report revealed servicers' performance when converting eligible trials into permanent modifications.

Major Servicers Report Implementing 320 Servicing Standards

The nation's five largest mortgage servicers had 180 days to implement the 320 servicing standards outlined in the settlement reached with the U.S. Department of Justice and 49 state attorneys general. The standards address such areas as borrower communication, single point of contact, training for loss mitigation staff, and document execution related to foreclosure actions. And as described by the attorneys general's own negotiating committee, to put all the required changes in place involved ""a massive undertaking.""

Single-Family Starts at 2-Year High in August, Permits Slip

Single family starts increased 28,000 in August to 535,000, the highest level since April 2010, the Census Bureau and Department of Housing and Urban Development reported jointly Wednesday. Despite the increase total, housing starts improved just 17,000 as multi-family starts fell.

Administration Finds Servicers Better at Implementing Mods

The continuation of improvements in the housing sector and servicer performance were a key focus in the Obama Administration's housing scorecard and Making Home Affordable Program report. Maintaining its tone from previous months, the Obama administration's housing scorecard said data on the housing market continues to show the market is strengthening, but still fragile. Larger servicers participating in the Making Home Affordable Program were also described as continuing to show improvement.

BofA Reaches Settlement to Resolve Disability Discrimination Suit

The Justice Department announced Thursday that it has reached a settlement with Bank of America over allegations of loan discrimination against disability income recipients. The bank was accused of violating the Fair Housing Act and the Equal Credit Opportunity Act by asking disabled mortgage loan applicants to provide letters from their doctors to document the income they received from Social Security Disability Insurance (SSDI).
