Freddie Mac Expands First Look Initiative for REO Homes

Freddie Mac said Wednesday that it is expanding its First Look Initiative to allow any home shopper to buy a HomeSteps REO home as their primary residence during the first 15 days of the property's listing, without competition from investors. The new policy takes effect Friday, September 17. In addition to owner-occupant buyers, Freddie Mac's First Look window is open to buyers who are part of HUD's Neighborhood Stabilization Program, as well as groups affiliated with the National Community Stabilization Trust.

Lawmakers Continue to Push for Eradication of GSEs

The debate over what's next for the government-backed mortgage giants Fannie Mae and Freddie Mac has begun. Last month, the Treasury invited a wide range of industry stakeholders to a summit in Washington to provide some guidance on the administration's proposal for GSE reform. The general consensus there was that the GSEs play too big a role in the housing market to make an abrupt exodus. A large group of House Republicans, though, don't share that view.

GSEs’ Short Sales and Deeds-in-Lieu up 27% in Q2

Nearly 31,000 borrowers with Fannie Mae and Freddie Mac loans forfeited their homes through a short sale or deed-in-lieu of foreclosure during the second quarter of this year. The figure represents a 27 percent increase over the previous three-month period. The GSEs also reported that their volume of permanent modifications under the administration's Home Affordable Modification Program (HAMP) increased 65 percent, but at the same time, foreclosure starts and foreclosure sales were also up by double digits.

Mortgage Rates Edge Up, Breaking 12-Week Descent to Record-Lows

Long-term mortgage rates inched up this week, breaking a buyer-friendly trend of successively falling to record-lows week after week for the past three months. The question now is, will the threat of rising interest rates push prospective homebuyers to take a leap? Freddie Mac reported Thursday that 30-year fixed-rate mortgages rose to 4.35 percent this week. Fifteen-year mortgages, on the other hand, came in again at last week's record low of 3.83 percent. Bankrate, however, reported a jump in mortgage rates across the board.

Freddie Mac’s Streamlined Refi Program Is Nothing New: Barclays

Rock-bottom interest rates and less-than-encouraging economic data have kept mortgage-backed securities (MBS) investors worried about what the government could do next to prop up the ailing housing market, with the latest concern stemming from a recent announcement by Freddie Mac, according to Barclays Capital. The GSE has issued a new servicing guide detailing an ""easy refinance"" option with loan-to-value ratios up to 95 percent and $2,000 cash back to the borrower. Barclays says the program ""is everything but new.""

Commercial Mortgage Delinquencies Vary by Investor: MBA

Delinquency rates were mixed in the second quarter for commercial and multifamily mortgage investor groups, according to the Mortgage Bankers Association (MBA). The delinquency rate for loans held in commercial mortgage-backed securities (CMBS) is the highest it's been since MBA began tracking the sector in 1997. Delinquency rates for other groups, on the other hand - such as Fannie Mae and Freddie Mac - remain below levels seen in the early 1990s, some by large margins.

Mortgage Rates…How Low Can You Go?

There seems to be no bottom in sight for mortgage rates. Already at their lowest level in a half-century, they dropped to new record lows again this week. Analysts say we have the weak economy to thank, but that same trigger is also thwarting what would be the ideal upshot - enticing would-be buyers to put a dent in the ballooned housing supply. Freddie Mac reports 30-year mortgages are now averaging 4.32 percent; 15-year rates have dropped to 3.83 percent. Bankrate says the larger jumbo 30-year fixed rate fell to a new low of 5.17 percent.

Neighborhoods across the country are riddled with empty bank-owned homes and unoccupied foreclosures that erode neighboring property values and open the door for blight and criminal activity. The nation's glut of vacant REOs took center stage in Washington Wednesday. HUD announced a new nationwide REO ""First Look"" program, in partnership with the nation's largest mortgage lenders, and it was the first of a two-day Federal Reserve summit to examine the community impacts of foreclosed and vacant properties.

Collateral Values Backing GSEs’ Loan Purchases in Q2 Rose 3%

Freddie Mac released the results of its second quarter Conventional Mortgage Home Price Index (CMHPI) Monday. The index measures property values based on home loans originated in Q2 and purchased by Freddie and its sibling mortgage financier Fannie Mae. The CMHPI Purchase-Only Series for the United States registered a 3.1 percent increase in the second quarter relative to the first quarter. For the first time since the second quarter of 2009, prices rose in all nine Census divisions.

Mortgage Rates…The Descent Continues

Mortgage interest rates are already at their lowest level in decades, and this week, they headed even lower. The descent was prompted largely by fears that another housing downturn could hamper the economic recovery, after July's home sales took a deeper plunge than expected. Freddie Mac reports that 30-year fixed-rate mortgages are now averaging 4.36 percent, and 15-year mortgages are at 3.86 percent. Bankrate says the larger jumbo 30-year fixed rate also slipped to a new record low of 5.22 percent.
