Single-Family Starts Plunge, Permits and Completions Increase

Housing starts fell 1.1 percent in February to 698,000, compared with market expectations for a smaller decline, the Census Bureau and Department of Housing and Urban Development reported jointly Tuesday. Single family starts plunged 9.9 percent to 457,000, the steepest decline in a year.

HUD Grants $42M to Housing Counselors

HUD Secretary Shaun Donovan announced Friday the distribution of $42 million in grants to 468 housing counseling agencies nationwide. In his announcement Friday, Donovan called housing counseling programs nothing less than indispensable. After national funding for housing counseling was cut last year, Donovan said, ""We fought hard to persuade Congress to restore funding for housing counseling in HUD's budget and now we're working to make these important resources available as quickly as possible.""

FHA Raises Insurance Premiums

The Federal Housing Administration (FHA) has seen its capital reserves quickly dissipate over the past few years amid a growing number of mortgage defaults and payouts on insurance claims. In an effort to bolster its capital cushion, the federal agency has announced a new premium structure for FHA-insured single-family mortgage loans. FHA will increase its annual mortgage insurance premium by 0.10 percent for loans under $625,500 and by 0.35 percent for loans above that amount. Upfront premiums will also increase by 0.75 percent.

HUD Secretary Questioned on Number of Improper Foreclosures

During a Senate subcommittee hearing, HUD Secretary Shaun Donovan was prodded with questions on investigation results regarding how many and what percentage of people actually suffered from wrongful foreclosures. As far as actual numbers, Donovan said there very few folks who actually lost their homes, but emphasized that what the organization did find were very significant and very pervasive errors that have real impacts on families.

Housing Fix: Minority Group Unveils $1.2 Billion Industry-Led Program

The National Association of Real Estate Brokers, Inc. (NAREB) announced the launch of a 25-city, $1.2 billion REO and foreclosure mitigation initiative called the Homeowner's Assurance Program (HAP). NAREB, through is network of industry professionals, will provide the agent infrastructure to manage, market, and dispose of nonperforming loans and REO assets acquired under the program. Targeted buyers include first-time homebuyers and others who are caught in the credit crunch and having trouble purchasing a home.

Treasury Hosts Servicer Workshops for Florida Agents and Homeowners

Treasury is heading to the coastal cities of Miami and Tampa, Florida, this week in order to offer assistance to homeowners struggling with their mortgage payments. Treasury will host a ""Help for Homeowners"" outreach event in each of the hard-hit Florida cities where homeowners can meet one-on-one with their servicers. Before the homeowners arrive, though, Treasury has blocked off time for real estate professionals to meet with the servicers on behalf of their clients and to participate in short sale workshops led by the servicers themselves.

Citi Pays $158.3 Million Due to Faulty FHA Insurance Claims

CitiMortgage, a subsidiary of CitiBank, agreed to pay $158.3 million due to claims that the bank failed to comply with HUD and FHA requirements in underwriting loans for federal insurance, and for stating certain loans were eligible for FHA's mortgage insurance program when they were not. As a result of these actions, HUD incurred losses from defaulted loans that should not have been approved. CitiMortgage accepted responsibility for specific actions including failing to conduct a full review of certain loans it endorsed.

Potential for More Scams Following New Initiatives

With all the buzz after the multistate settlement regarding potential relief to homeowners, the Texas Foreclosure Prevention Task Force reminded consumers to be cautious of potential scams. It's getting harder to identify the good guys from the bad guys, said David Long, co-chair of the TFPTF. Borrowers will not know immediately if they are eligible for relief, and there is no cost to participate in the initiatives from the settlement.

HAMP Mods Approach 1M Mark

More than 930,000 homeowners have received a permanent modification through the government's Home Affordable Modification Program (HAMP), saving an estimated $10.5 billion in monthly mortgage payments, according to Treasury. While this tally - nearly three years after the program's launch - falls well short of the results initially promised by President Obama of helping 3 to 4 million homeowners restructure their loans, federal officials continue to tout a key success of HAMP as improving standards and processes within the industry.
