Existing-Home Sales Slip 3% as Seasonal Slowdown Sets In: Report

Sales of previously owned homes slipped 3 percent between August and September, according to data released by the National Association of Realtors (NAR) Thursday. That follows a jump of nearly 19 percent between July and August. The decline was widely expected as sales activity follows the typical seasonal cycle and heads lower with the mercury in the thermometer. Distressed homes accounted for 30 percent of sales in September. Eighteen percent were foreclosed homes and 12 percent were pre-foreclosure short sales.

Beige Book Cites Economic Growth but Weakness in Real Estate

The Federal Reserve released a new rendition of its market-gauging Beige Book Wednesday, which provides an assessment of regional conditions from those outside the Fed system and in the field. Reports from the 12 districts indicate that overall economic activity continued to expand in September. On the real estate front, though, home sales remained weak with prices either flat or declining across the entire country. Although commercial construction increased at a slow pace, that sector too was described as ""weak.""

The foreclosure tide has yet to ebb, and the massive supply of bank-owned homes building over the last half-decade has taken its toll on market fundamentals. What's become of all those properties seized by banks? CoreLogic delved into the stats to find out. Looking at the outcomes of 355,000 properties foreclosed on in 2006, the company found that 105,000 were liquidated as REO sales to third-party buyers in six months or less, while more than 20,000 remain part of the industry's REO inventory.

Thirty-Year Rate Jumps Back Up Above 4% Mark in One Week’s Time

The run for below-four-percent 30-year mortgage rates was short-lived. After a history-making drop to 3.94 percent last week, Freddie Mac has recorded an 18 basis point jump in the average interest rate on a conventional fixed-rate mortgage with a 30-year term. Mortgage rates across the board rose sharply this week. Freddie Mac attributes the sudden upward movement to last Friday's better-than-expected employment report, but the GSE stressed that even with the increases, mortgage rates remain near their 60-year lows.

Pro Teck Valuation Services and Collateral Analytics have teamed up to launch Home Value Forecast (HVF). The inaugural edition of the monthly HVF was released Monday. The two partnering companies describe it as bringing ""a unique perspective on the U.S. housing market."" The goal of the new forecasting solution is to highlight the fact that all real estate is local. HVF employs a unique ranking system for the largest metros to highlight the best and worst markets with regard to a number of real estate indicators.

Thirty-Year Mortgage Rate Falls Below 4%

The average rate for the conventional 30-year fixed mortgage has dropped below the 4 percent mark for the first time in history, according to numbers released Thursday by Freddie Mac. The GSE's market analysis also shows that the 15-year fixed rate - which has become a popular refinancing option among existing homeowners - fell to its lowest level on record for the sixth consecutive week. Freddie's national survey puts the average rate for a 30-year mortgage at 3.94 percent and the 15-year rate at 3.26 percent.

Industry Responds to Government’s Request for REO Rental Ideas

With an estimated 250,000 foreclosed homes on Fannie Mae's and Freddie Mac's books, the government is considering inventive ways to divulge excess inventory and return stability to the housing market. The administration sent out a request for information (RFI) in August asking how a government REO rental program might work. The industry has responded with enthusiasm, submitting a slew of proposals now under consideration. Suggestions include lease-to-own options, rent-and-hold, and joint profit sharing.

August Pending Sales Decline After Spurt in Existing Sales

The National Association of Realtors' (NAR) Pending Home Sales Index for August was 88.6, which is on par with last year's pending home sales average for the year, according to NAR's chief economist, Lawrence Yun. Yun says the index has been moving within a narrow range for the past several months. On a monthly basis, pending home sales fell 1.2 percent in August, although existing home sales in August rose 7.7 percent on a monthly basis and 18.6 percent year-over-year.

Short Sale Delays Drive First-Time Buyers From Market: Survey

Processing delays have taken their toll on first-time homebuyer interest in short sales, according to the latest HousingPulse Tracking Survey released Monday. First-time homebuyers were a part of 39.7 percent of the short sale transactions completed in August. That's the lowest percentage for this buyer segment ever recorded by the survey. The study found that the average time-on-market for short sales is 16.6 weeks, with the majority of that time spent waiting for approval.

Fed Uncovers Sharp Drop in Lending in Foreclosure-Ridden Areas

Mortgage lending has declined sharply in neighborhoods with high levels of foreclosures, according to the Federal Reserve. The U.S. central bank looked at what the Neighborhood Stabilization Program (NSP) identified as ""highly distressed"" census tracts. Based on information gathered under the Home Mortgage Disclosure Act (HDMA), the Fed found that home-purchase lending in these highly distressed tracts was 75 percent lower in 2010 than it had been in these same tracts in 2005, and primarily reflects tighter credit for higher-income borrowers.
